were being monitored. The high level resource cannot be stopped until the lower
level resources are stopped.

User Response: List the lower level resources and issue Stop actions for each
one, beginning with the lowest level resource, LUs, and then PUs and lines.

Explanation: NCP resource has not been started in the NCP Site Monitor List.

NCP collection interval, or use CICAT reconfiguration to set the NCP collection
interval to a value less than or equal to the trend recording interval, or turn NCP
trend recording off.
