For reasons 2 and 3, no response is necessary.
For reasons 4, 5, 8, and 9, contact Candle Customer Support.
For reason 10, reissue the DISPLAY SETTINGS command. This reason may
occur during the transition from one state to another.

Explanation: This message is issued in response to the DISPLAY SETTINGS
command if the manager_name for the specified queue manager is not active.
