The fan, (set at Auto rather than On position) run...

The fan, (set at Auto rather than On position) runs intermittently and arbitrarily even when the AC/Heat button is turned to Off position. Is there any way to turn the Fan off completely?

1 The manual says nothing about whether the Fan can be manually set to Off when the AC/Heat is set to off.
