I have a I V white & Rogers thermostat and cannot ...

I have a I V white & Rogers thermostat and cannot seem to be able to program to keep the temperature in the house at least 68 degrees. Right now may house is freezing .. It goes on when feels like it. Please can someone help. Thank you
