My ac fan runs but will ac does not work. I press ...

My ac fan runs but will ac does not work. I press hold on the temp I want but ac does not kick in. Clock only sets in 15 min intervals ie 6:00, 6:15, etc. I can't clear programming which I think is causing the problem.
