How much salt do you put in at installation...

How much salt do you add during installation? The manual just says to add 3 gals of water and then to 'add salt'. I've searched multiple forums and am quite frustrated that I'm the the only person who can't figure this out and the help line closed 15 minutes into my Friday night. >

0 I have the manual. What am I missing? Do I fill it to the '8'? I put 13 lbs in the 3 gallons of water so far.
