Question About Whirlpool Water Heater E2F40RD045V
no hot water...

replaced the top element on this model can't get heated water still. In measuring voltage the top element (just replaced) measures 110 and the bottom element (not just replaced) measures 220. any ideas as to why the top, new element still measures low and the heater doesn't work?
