Power indicator....does the 0 mean off and the 2 ...

Power indicator....does the 0 mean off and the 2 dots high and the one dot low? Does the green light on the right light up when the power is on?

0 The Manual does not specify the information that I am looking for: like how does the filter fit in? On the power indicator, does the 0 mean off and the 2 dots mean high and the one dot mean low ...does the green light on the right light up when the humidifier is working?
