The fan on the outside unit is not coming on as it should. I get warm air inside the house at times due to the fan not pulling the heat out of the outside unit. Then the fan will kick on by itself. When On, I am getting 330 volts off the starter capacitor. And get 230 off common and 1 leg of the capcitor. Nothing when the fan is running. Is it the fan, capacitor, or the circuit board.
