I am unable to adjust the stitch length. Following...

I am unable to adjust the stitch length. Following the manual, I can successfully change the number on the wheel indicating stitch length, however, it does not affect the actual stitch length. Also, is this number supposed to continue to move with the handwheel after the plunger has been let go?
