My vacuum will not start. It makes a sputtering noise like it is trying to start but doesn't. If I wait 2-5-10 minutes it might start or might not. This is not a a overheating problem as it does it when it is cold. It has a new bag and all of the filters and hoses have been cleaned. Any ideas?
