I have a shop-vac 10gal 3.5hp it is supposed to...

I have a shop-vac 10gal 3.5hp it is supposed to also be a water pump but I cannot figure out how. I can pump the water using the regular hook up on the top but as soon as 10 gal is in the tank, it shuts off. There must be a way to hook a bypass so that the water flows directly to the discharge and does not fill the takn.
