How to access belt, removed screws from bottom and plastic cover won't budge, don't want to break anything.

0 the belt or the Shark is a lifetime warranty one. you cannot remove it by doing screws. If you have trouble picking up stuff, from the floor, you have to empty the dirt canister, including the top, by tapping it in trash can, and wash the pad on the head of he vacuum with the bars with water only, and let it dry for 36 hours on its own. Then clean out the stretch hose with a broom Handel, to remove clogs. which includes its elbow and other connections it attaches to basically with your finger ,which is best to feel for and remove the clogs if any. The dirt canister has 3 pads at the bottom of it !! , they need to be washed with water only and let dry for 36 hours also. If ripped or torn ..replace them.. your cleaner should be working up notch... then enjoy your accomplishments. .
