how to replace Royal upright vacuum front wheel...

I bought a Royal upright on eBay. It arrived with one of the wheels broken in shipment. I can find the part, but can't figure out how to get the wheel on over the little nut thing on the axle. Do I just pull it out or is there some trick to doing it?
