my 1980 rinnai reu 90 wont fire up. pilot stays l...

my 1980 rinnai reu 90 wont fire up. pilot stays lit. i don't hear the restricting valve fluctuate when i change the heat settings. i did flush it with viniger and also let it set a few months before re-installing it.any ideas / tanks,,jack
