Using the HP2 setup, when the +2 is flashing the Y...

Using the HP2 setup, when the +2 is flashing the Y2 and W2 outputs are on at the same time is this correct, i had the jumper between W/E and W/2 and it was turning my heat strips on when the +2 was flashing.
