Schematic for motor . Main motor 700 does not work...

Schematic for motor . Main motor 700 does not work. I have cleaned the commutator and tested commutator bars, all tested OK. There is a fuse of sorts between the connectors. I tested this with a multimeter, there was no reading between these points
