Our power brush spins but doesn't pick up dog hair...

Our power brush spins but doesn't pick up dog hair the way it should. The suction seems to be adequate at the handle and the tube is clear of debris. Could the self-cleaning filter be plugged and, if so, how can I remove and clean it? Model cv556c
