I believe the lower heating element in not heating. I have 120 volts to both sides of both top and bottom elements. However, I show 240 volts between the connections on the top element, but no voltage between the connections on the lower elements. The wattage rating of the lower element is 4500. Should I change this element to a 3800 watt element? Thanks, Jack
