Sometimes the furnace will not come on and the temperature will drop 6 or 7 degrees from what the thermostat is set for. Thermostat was replaced and still experiencing the same problem, so it's not the thermostat. When you turn the switch from heat to "off" and then back to "heat" the unit starts every time.

0 All you did was reset the safety switch by turning off the heat at the stat. It will kick on for now and after several times it will probably turn back off. There is no reason to replace the stat if you have 24v from "R" and "C" and if you have 0v from "R" and "W2" or "W". That proves the t-stat is sending a signal to the furnace to turn on. It could be a number of different switches. If you have the owners manual or if there is an electrical diagram on the back of the panel on the unit, trace out where the 24v go after "W" is energized. It depends on your system. Could be a high limit switch, draft inducer fan motor coming on before the pilot lights the furnace, could be a number of different safety switches.
