hot water heater drain valve started leaking. Pull...

hot water heater drain valve started leaking. Pull stem out, washer just sitting on plastic post. What SHOULD the stem look like? I am wondering if parts are missing or the washer just fits over the pin. If the valve (which is a piece of Kenmorre ****) has to come out, how do I get it off with out breaking it?
