My two year old son removed the front axle assembl...

My two year old son removed the front axle assembly, handle release pedal and lifter from our power mate 116.21614014. I am having trouble lifting off the cover to replace the lifter. I removed the screws on the base, but I am not able †o pull the cover off. Is †here something else I need to do?
