Once plugged, how do we get the machine to work? ...

Once plugged, how do we get the machine to work? There seems to be no On/Off button anywhere. Also, there is s lever which would lead you to believe takes the place of a foot control, but it does nothing when I move it. In fact, it doesn't seem to be connected to anything. Thank you.
