0 fan runs but unit makes buzz sound about every 25 seconds. power seems to slightly surge. qurestion is vthere a compresor that isn't starting?

0 I found my manual inside the back of the humidifier... when I took the back off. It was folded in a little plastic baggie. I found this manual. Kenmore dehumidifier manual 3850A20500f.pdf
