Question About Hoover Vacuum Cleaner WindTunnel Upright Bag Vacuum Cleaner

I recently obtained the wind tunnel from my mother who purchased it about 2004 and she misplaced the manual. It is not picking up as the brushes are not turning. The belt is not broken but appears loose. If anyone can help, I would really appreciate it.
