Question About Hoover Vacuum Cleaner Bagless Upright Vacuum Cleaner

Appreciate manual / hep with above. Tyring to locate the part that you operate with you foot to enable the handle and to be changed. Mechanism seems to have broken and would like to know what the replacement part number is and how to get to it. Have the m/c partly stripped but cannot work out to to get this part out. thanks
