My Chronotherm III Model 97-3927 does not warm the...

My Chronotherm III Model 97-3927 does not warm the room to the temperature it shows on it. It is programmed properly. If I raise the temperature and press Hold to bypass the settings, it only runs a few minutes and says it has reached the temperature I set but it hasn't. Any suggestions.
