Question About Honeywell Thermostat 191108AC

I hooked up my Honeywell RTB230B when it was cold out. The heat worked fine. Now I need AC the compressor doesn't seem to work. When I put the switch on cool the fan comes on but nothing cools down. Did I mess up installation or do I need to call an AC repairman
