Question About Harbor Freight Tools Water Pump 6586

just bought this yesterday and have been trying to use it in our basement but not having any luck. Does the pump need to be placed higher, lower, or at the same level as the water and garden hoses? Does the placement of the hoses, both intake and outtake, affect this pump's ability to remove/drain water?
