My unit appears dead even when plugged in, any sug...

My unit appears dead even when plugged in, any suggestiions? Does the unit have a fuse? If so how do I access it? I checked the outlet and it has current. Please help.

5 I have a manual but it is very cursory and doe not mention how do fix this problem.
