After a few uses, the top heating element stopped working. There is also a shock when touching the top of the water heater. I checked the wiring and the first hot wire (black) is attached to the black hot wire on the GE unit. The 2nd hot wire (white) is attached to the red wire on the GE unit. the ground is attached to the grounding screw on the unit. There is no neutral wire.
