CAN A HEAT PUMP BE OPERATED IN THE EMERGENCY HEAT MODE IN EXTREME COLD WEATHER WITH OUT ANY PROBLEMS OR DAMAGE TO THE SYSTEM?

0 That is what emergency heat is for to cold for the heat pump to work or the heat pump is broken. Running it in emergency heat will not cause any problems.
