my cook top stove stops working everytime after 2 ...

my cook top stove stops working everytime after 2 min exactly same with oven .then I get a power failure message. I have to flip circuit breaker downstairs to get it come back on. but with the 2 min limit again. is the problem in the stove or electric panel
