20 liter pressure tank. The pump is starting every...

20 liter pressure tank. The pump is starting every 27 seconds and only runs for 12 seconds. The pressure in the tank is 28 psi with the pressure pump switch off and the tank empty. The tank is about 7 years old. What is the problem?
