I have an Empire VFSR-24 that makes blowing flame ...

I have an Empire VFSR-24 that makes blowing flame sound once warm. Installer said that gas pressure is too high, and installed a pressure regulator today. However, the same blowing flame sound persists once it is on 30+ minutes. What can I do to squelch the noise? I have turned down the flame some and noise is somewhat reduced, but persists.
