The Model 1739 triple brush shampooer-scrubber was manufactured by Electrolux Corporation from circa 1993-94.  The company is now called Aerus LLC and is headquartered in Dallas, Texas with store locations throughout the USA and Canada.  You may obtain a free electronic copy of its current model which mainly differs from yours in that it does not have a cord winder. Go to aerusvacuums.com, click on the Support tab, select the Download Manuals hyperlink, choose Lux Floor Pro from the Current Models menu, and click Download.  
   In the meantime, here is the answer to your query regarding the nap lifters taken directly from the online manual:  

  • Fluff the carpet. If you have plush or pile carpet (not loop carpets) use the nap-lifters to fluff your carpet to aid in drying. Install the nap lifters in the same way that you installed the brushes.
