why does the turbo rotating vacuum head stop rotat...

why does the turbo rotating vacuum head stop rotating. I have followed the cleaning instructions and there aren't any obstructions or blockages. I have cleaned the filter and drum as per manual and still it stops rotating. It will start and as soon as I put it on the carpet it stops
