BRUSHES NOT REVOLVING...

BRUSHES ON HEAD NOT REVOLVING ALTHOUGH THERE IS PLENTY OF SUCTION. HAVE CHECKED TUBES ETC FOR BLOCKAGES, FILTER CLEANED REGULARLY, CYLINDER EMPTIED AFTER EACH USE. ANY IDEAS?
