Question About Ducane (HVAC) Heat Pump 4hp13

the thermostat is set on 72, but, it is only 60 in the house. we flipped breakers, no help, turned it on er setting, no help. we are not getting heat thru vents. we hear the heat turn on, but, it doesnt blow thru vents. we cant find the filter to change it. need to know where it is and what else to try.
