I have a PAC N130HPE heat pump. The air conditioning is fine. Cannot get it to heat. I have a hotel with multi room, central heat. I wish to install this until to allow guests to raise or lower temps. How to get this to heat.

0 PAC N130HPE manual said to push mode until red N appears. only three lights above mode. nothing turns on heat. Need minimum 36 units for hotel.
