the sensors are not working, what voltage should I...

the sensors are not working, what voltage should I have on terminal 1, 2,3 on the opener itself. I presently read the following: terminal 1 is positive and terminal 2 reads12vdc and terminal 3 reads 17vdc. Is this correct? On one sensor the light is on but the other sensor there is no light - problem with sensor or what?
