How to fix tension release pin not moving to inside

0 Thread tension release pin (cam follower) is free, but does not move in/out against the cam. . Is it possible that the guide hole has not be drill ed through to a cam. When the tension assembly is fully inserted the pin releases the tension. It appears to be about 1/8" to long.
