Is there a way to damp down the Encore Non-catalyt...

Is there a way to damp down the Encore Non-catalytic Model 1450? It is tough to get going, but once we do, it has a way too high flame level.

0 Forgot to add, we have mastered the damper and fine tune adjuster; but it still is too vigorous
