AIR HANDLER FAN ON ALL OF THE TIME...

THE FAN RUNS ALL THE TIME IN EITHER "ON" OR "AUTO" POSITION AND THE OUTSIDE HUMID AIR CIRCULATES WHEN COMPRESSOR IS OFF ALSO FAN WILL NOT RUN WHEN THE HEAT PUMP IS ENGAGED IN THE WINTER TIME?
