My Carrier AC (38BR030300) unit doesn't work. The condenser isn't working and the fan doesn't turn (but will turn both directions manually). About every 60 or 90 seconds, there's a humming sound, like power is being applied somewhere, but it only lasts about 1 second. Could this be the contactor or is it something else?
