Could flame sensor be bad if gas does not ignite? Both blower & induced blower start and gas valve opens. Hot surface ignitor has been replaced

0 yes absolutely. clean the sensor carefully with a scotch green pad. just lightly "sand" it with the pad, and then wipe with a clean lint free cloth. your furnace should light up normally after this. usually not necessary to replace it.
