I can't get the tension perfect. It has loops on ...

I can't get the tension perfect. It has loops on the top of the fabric. I have tried to loosen the top tension and tried to tighten the top tension to no avail...no difference either way. Can you change the tension in the bobbin? Could this have anything to do with it? I have rethreaded the machine and also rethreaded the bobbin...to no avail.
