0 First thing, how old is the heater? If less than 5-7 years old, then it might be just a blown element (probably the lower one). This is especially true if you are in an area with hard or iron-rich water. If you have an Ohmeter, you can check for the blow yourself. If you touch both leads of a conductivity sensor to both screws on the lower element, you might get a low read. If you touch one sensor to a screw and another to the bare tank inside the insulation and get a needle spike on the sensor, then the element has blown and needs to be replaced.
