When I turn the water on the waterheater no longer start.

0 when I turn hot water tap in kitchen, water is cold and may/may not become luke warm - regardless of how long I run water. Water in bathroom is somewhat more reliable but is also rather erratic. How do I adjust heating of water - old model? Junkers (can't find serial no.)
