The water *set on the highest heat setting* begins to warm and then, after a few seconds goes cold. I think it is the diaphram, but not certain. My home is in Spain.

0 is this a water storage heater rather than a central heating boiler? If so it could be gunged up with calcium. We live in Spain and have hardly used the immersion heater but it did as you describe. There was about 82 gunge at the bottom. Cleaned it out now works fine. The water is very hard.
